New Delhi: Indian Potash Limited (IPL) is emerging as a key player in the revival of India’s cooperative sugar sector, as the government steps up support for closed and struggling sugar mills through policy reforms, financial assistance and ethanol-linked incentives. The Ministry of Cooperation has acknowledged IPL’s efforts as part of its broader push to strengthen cooperative institutions and revive rural industry.
Once known primarily as a fertiliser company, IPL has expanded into a major integrated agri-business enterprise over the past decade. The company now operates 11 sugar mills across Uttar Pradesh, Gujarat and Odisha, along with businesses in ethanol, cogeneration, Bio-CNG, dairy, cattle feed and fertiliser manufacturing. This diversified model is aimed at creating a farm-to-market ecosystem that supports farmers while improving the financial viability of cooperative sugar mills.
IPL’s revival strategy combines modern sugar production with renewable energy and value-added rural industries. Its approach is increasingly being seen as a model for other states looking to upgrade ageing sugar infrastructure and generate sustainable livelihoods for sugarcane growers.
The government’s policy support has further boosted the sector. Cooperative sugar mills have benefited from tax relief, institutional finance and ethanol-related measures. The National Cooperative Development Corporation has sanctioned thousands of crores of rupees to help mills invest in ethanol plants, cogeneration systems and working capital.
A major example of IPL’s model is the revival of the Badamba Cooperative Sugar Mill in Odisha, with an estimated investment of around ₹360 crore. The project includes a sugar plant, cogeneration unit, Bio-CNG facility and cold-storage infrastructure, and is expected to benefit nearly 10,000 farmers.
IPL’s model is now influencing revival plans in Bihar and other states, where policymakers are studying cooperative-linked agro-industrial development as a path to rural growth, farmer income and clean energy expansion.
